1 Introductions, apologies, substitutions and declarations of interest
1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 In accordance with Standing Order 34.19, the Chair stated that she had determined that the public were excluded from the Committee’s meeting in order to protect public health but that the meeting would be broadcast live on www.senedd.tv
1.3 There were no apologies. The Chair noted that Sioned Williams MS would be subbing for Sian Gwenllian MS for items 1-8.
1.4 Under Standing Order 17.24A Sioned
Williams MS declared her husband was employed by Swansea
University.
2 Papers to note
2.1 The papers were noted.
3 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of this meeting
3.1 The motion was agreed.
4 Consideration of the approach to the Welsh Government draft budget 2022 - 2023
4.1 The Committee considered the approach to scrutinising the draft budget.
4.2 Members agreed the following:
- to write to the relevant Ministers requesting information ahead of the oral evidence sessions; and
- instead of a formal joint working
arrangement with the Health and Social Care Committee, it would
share any relevant written evidence with the Committee.
5 Introduction to Legislation
5.1 Members received a presentation from the
Clerk on the legislation process.
6 Tertiary Education and Research (Wales) Bill - briefing from the Higher Education Funding Council for Wales (HEFCW)
6.1 Members received a briefing from the Chief
Executive and Deputy Chief Executive of HEFCW.
7 Tertiary Education and Research (Wales) Bill - technical briefing from the Welsh Government
7.1 Members received a technical briefing from
Welsh Government officials on the bill.
8 Consideration of approach to the Tertiary Education and Research (Wales) Bill
8.1 The Committee considered the approach to the Bill.
8.2 Members agreed the following:
- the draft terms of reference;
- its approach to Stage 1 scrutiny;
- subject to a few additions, the list of the stakeholders for written evidence;
- the witnesses to invite for oral evidence; and
- to a 6 week consultation period.
9 Committee training session on safeguarding, facilitated by the NSPCC (part 2)
9.1 Members attended a training session on safeguarding.
